Economic and environmental benefits of non-ferrous plume formation and treatment technology in ultra-low emission coal-fired power plants

1 Background of the study
In 2016, Shanghai issued the "Air Pollutant Emission Standard for Coal-fired Power Plants", requiring coal-fired power generation boilers to take smoke temperature control and other effective measures to eliminate the phenomena of "gypsum rain" and "colored plume". The governance of "colored plume" began to be highly concerned by local governments. By the end of 2018, Tianjin, Zhejiang, Hebei and other provincial and municipal governments or relevant departments have required comprehensive treatment of the "non-ferrous plume" of ultra-low emission coal-fired power plants. However, at present, "gypsum rain", "chimney rain", "white smoke", "colored plume", "wet plume", "blue smoke", "black smoke", "yellow smoke" and other words are found in government documents, academic papers and media, making the government and enterprises at a loss. Therefore, this paper makes a comprehensive system definition study on the non-ferrous smoke plume, which provides a decision-making basis for the objective analysis of the plume management of coal-fired power plants to meet the ultra-low emission requirements.
2 The problems and significance of the paper.
This paper scientifically demonstrates the definition of colored plume and the causes of different colored plume, and makes a systematic study on the definition, composition, color, treatment technology, economic and environmental benefits of colored plume, and makes an objective evaluation of the treatment technology, which is conducive to the correct cognition of all parties.

3 Key contents of the paper
In coal-fired power plants that meet ultra-low emission requirements, white plumes are common, and blue plumes will appear in a few power plants that burn medium and high sulfur coal. For the treatment of white plume, its pollutant emission reduction benefits are limited, and it may even increase pollutant emissions, so it is not suitable for comprehensive promotion. For the treatment of blue plume, it is necessary to strengthen the research and demonstration of sulfur trioxide detection and treatment technology in flue gas, and introduce sulfur trioxide emission standards to guide the power plants with blue plume phenomenon to carry out standardized treatment.

4 Conclusions of the study
The causes of different colored plumes are different, and the hazards and treatment techniques are also different. Targeted treatment should be carried out according to specific colored plumes. After ultra-low emissions from coal-fired power plants, white plumes are common, and only a few power plants burning medium and high sulfur coal will have blue plumes. The white plume mainly has a visual impact, which has little impact on the environment, and the environmental benefits of governance are small; the concentration of sulfuric acid mist in the blue plume is high, which should be treated.
